ref(python): Move data_collection config to Data Collected page

Having the whole configuration on the Options page makes it a bit busy. Move it to the Data Collected page.

Also:

• add a note about the scrubber not working in data_collection mode
• add mention of data_collection to the Scrubbing sensitive data page
