Pin the PR risk workflow to
45de582ca688251eab50b4c7cea096d46756cd4d. This enables binary-file metadata, bounded diffs that retain PR metadata and all paths, and four provider attempts with 10/20/30-second waits. The Action records any omitted code and keeps exhausted failures unclassified.Triggers, permissions and label publication are unchanged. The workflow continues to recalculate on every push via
synchronize.Validation: all 24 existing publisher tests pass;
git diff --checkis clean. The pinned Action passed its Python/worker tests and CI. Live large-PR classification remains subject to provider availability and context acceptance.
