Forks inherit the per-repo shim but not repository variables. Skip dispatch and stop-fix when FULLSEND_MINT_URL is unset so those copies do not start agent runs. Enrolled repos already have the variable and are unchanged. Re-onboard sets it without putting a repo-specific name in the workflow file. 1. Fork skip behavior lacks operator guidance 📘 Rule violation ⚙ Maintainability
dispatch and stop-fix now require vars.FULLSEND_MINT_URL, but the PR does not update the repository-variable guidance required by docs/contributing/documentation.md. When that variable is absent, both jobs skip silently, while the existing operations guide does not explain that the variable now controls whether they run.
Agent Prompt
## Issue description
The per-repo workflow now skips both agent jobs when the mint URL repository variable is absent, but the operations guidance does not describe this behavior.
## Fix Focus Areas
- internal/scaffold/fullsend-repo/templates/shim-per-repo.yaml[34-39]
- internal/scaffold/fullsend-repo/templates/shim-per-repo.yaml[70-74]
- docs/guides/getting-started/operations.md[80-106]
## Recommended Fix
Update the relevant operations guidance to explain that an unset repository-level FULLSEND_MINT_URL silently skips both jobs, and clarify the documented org-level variable exception.

Closing this one. Thanks for the work, @Benkapner. The trade-off doesn't pay off:
@rh-hemartin, suggest closing #7895 as not planned unless a real fork report comes in. If we do want the re-onboard message, a gate on |

No problem by me, I didn't know that forks have their Actions disabled. So this case covers someone that knows what they are doing because they enabled the Actions, so they should be aware of the consequences. Makes sense to me. |
Summary
Skip the
dispatchandstop-fixjobs in the per-repo shim when theFULLSEND_MINT_URLrepository variable is unset. GitHub doesn't copy repo variables to forks, so forks of enrolled repos no longer start agent runs. Quiet skip: no extra job, no failed run, no notice. Why a variable check and not the repo name
The issue suggested baking the repo name into the workflow. A variable check gets the same result with nothing repo-specific in the file, so re-onboarding a fork just works and a rename or transfer doesn't silently turn Fullsend off. The CLI already uses
FULLSEND_MINT_URLas the "installed" marker.Notes
FULLSEND_MINT_URLis set as an org-level variable, a fork inside that same org would still see it and run.Closes #7895
