Summary
Create the shared repository-shaped test substrate described in ADR-0006 and docs/design/repo-fixture-strategy.md.
Scope
- shared fluent repo fixture helper
- reusable base repos
- scenario overlays for commits, branches, references, and noisy history
- guidance on when archived repo snapshots are allowed
Why
Hill 1 bootstrap work needs realistic repository scenarios without scattering mkdtemp + git init boilerplate across suites.

Follow-up migration work is now tracked in #316 so #311 can stay focused on establishing the canonical repo fixture substrate itself. Once the current branch is pushed and a PR exists, we can also point review threads there for any “broader migration” feedback.
