Merge release back into main (bfabric 1.23.0, bfabric_scripts 1.18.0, bfabric_app_runner 0.9.0)
pkce_login prints the login URL instead of opening a browser over SSH, without a display, or with only a text browser. upload_files gains on_hash_progress, shown as a bar by bfabric-cli workunit upload.

An environment recorded with an http:// base URL sent OAuth requests in the clear and then failed on the server's 307 redirect, which httpx does not follow. Loopback hosts are left alone.
The sessions are parametrised as basedpyright(package='<pkg>'); the bare basedpyright(<pkg>) form is reported by nox as "Sessions not found".
fix: upgrade http base URLs to https for OAuth request
…unner 0.9.1 Graduate each [Unreleased] section to its dated version heading and bump the bfabric floor in the two dependent packages, following each one's established pattern (scripts <2, app_runner pinned to the minor). Merge the two Fixed subsections in the bfabric entry into one. Release mechanics only; no code changes.
