fix: resolve Dependabot alerts and refresh CI workflows - #8

Resolve the open Dependabot alerts in the docs toolchain, make published images report their real version, and bring the GitHub Actions workflows up to date. - docs/requirements.txt: regenerate with pip-compile; urllib3 2.8.0 (3 alerts) and mkdocs-material 9.7.7 (1 alert), plus transitive upgrades; strict MkDocs build verified - publish.yml: pass VERSION as a Docker build arg so binaries no longer report version=dev - publish.yml: upgrade docker/setup-qemu-action to v4.4.0 to remove the spurious "Unable to reserve cache" warning (setup-qemu-action#306) - workflows: upgrade SHA-pinned actions (checkout v7.0.1, setup-go v7, setup-python v7, docker actions, codeql upload-sarif v4.39.0, golangci-lint-action v9.3.0, SonarSource actions) - workflows: pin runners to ubuntu-24.04 and golangci-lint to v2.15.0 - workflows: add icons to workflow, job, and step names; jobs used as required status checks keep their names - VERSION: v0.4.3 -> v0.4.4 - CHANGELOG.md: add [0.4.4] entry
