Summary

Closes #2013.

This PR restores the ECE-specific SAML signing guidance that was not migrated from the previous documentation by extending the existing custom SAML bundle example. It:

• shows how to package a SAML signing certificate and private key alongside IdP metadata when outgoing messages must be signed
• explains how to reference the bundle files from the SAML realm configuration
• documents the secure setting used for a passphrase-protected signing key
• links to the canonical SAML authentication, signing, metadata, and secure settings documentation
• corrects obvious inaccuracies in the surrounding bundle examples, including plan-level user_bundles wording and references to plugin artifacts in bundle instructions

Validation

• git diff --check
• vale --output=line deploy-manage/plugins-and-custom-configuration-files/cloud-enterprise/add-custom-bundles-plugins.md (no new findings; existing file warnings remain)
• IDE lint check: no errors
• docs-builder: not run because the local binary requires CPU instructions unavailable on this system; the PR preview will provide the build validation
