Define workflow readiness path

Summary

• add a workflow readiness plan that separates local starters from future upstream nf-core and Snakemake submissions
• add nf-core Conda environment metadata and Snakemake wrapper metadata for the local starters
• link the readiness plan from README, adoption docs, and workflow starter READMEs
