Production releases now require the full unit suite and local Worker/D1 integration checks on pull requests into main and again on main. Development pushes and manual development runs skip automated tests so testing changes in the separate dev bot is faster. Production deployment proceeds only after successful checks; development proceeds only when those checks were intentionally skipped. Pull requests never deploy.

Adds six authentication regression tests covering isolation between bot tokens, session expiry and clock skew, Unicode and query ordering, signed-data tampering, duplicate parameters, invalid user identities and malformed requests. Contributor instructions and the development workflow guide document the production test requirement and faster development cycle.

Validation: all 15 focused authentication and deployment tests pass locally; both workflows pass actionlint and the diff passes whitespace checks. The required GitHub regression and Worker job validates this production candidate before merge.
