Require Bazel 8.8.2 or newer across repositories to address the eMudhra CA security issue.
As discussed in alignment meeting we go for 8.8.2 ASAP
Raise the
minimum-bazel-versionpolicy from 8.6.0 to 8.8.2 and update its generated PR title and rationale. Align the documentation and policy examples with the new minimum, including an older-patch example that upgrades 8.8.1 while preserving versions above the minimum.
