Registers justified deviations for non-explicit-conversion-member findings that are intentionally implicit (OffsetPtr, PolymorphicOffsetPtrAllocator, SamplePtr, SampleAllocateePtr, CopyableAtomic, TransactionLogLocalView) and marks the sites. Comment/config only, no functional change. Complements #1437 (explicit ctors). Lambda closure conversion operators are query false positives fixed upstream (codeql-coding-standards #1207, expected in 2.63.0).

Several single-argument constructors and conversion operators are
intentionally implicit because they implement pointer-like, allocator-like
or std::atomic-like semantics (OffsetPtr, PolymorphicOffsetPtrAllocator,
SamplePtr, SampleAllocateePtr, CopyableAtomic) or are a lossless view
creation relied upon at several call sites (TransactionLogLocalView).

Register five code identifiers with justifications in
coding-standards.yaml and mark the affected declarations and definitions
with codeql::misra_deviation_next_line. No functional change.
