Issue while building/importing che-server project #23992

Describe the bug

Issue from importing che-server to IDE, OSSRH is now EOL.

Steps to reproduce

1. Clone che-sever.
2. import the maven project in eclipse, intellij
3. Issue: icom.google.errorprone:error_prone_core:jar:2.42.0 failed to transfer from https://oss.sonatype.org/content/repositories/snapshots/ during a previous attempt. This failure was cached in the local repository and resolution is not reattempted until the update interval of ossrh has elapsed or updates are forced. Original error: Could not transfer artifact com.google.errorprone:error_prone_core:jar:2.42.0 from/to ossrh (https://oss.sonatype.org/content/repositories/snapshots/): oss.sonatype.org
   and
   [WARNING] Failed to download netty-tcnative-classes-2.0.78.Final.pom [https://oss.sonatype.org/content/repositories/snapshots/]
   [WARNING] Failed to download netty-tcnative-parent-2.0.78.Final.pom [https://oss.sonatype.org/content/repositories/snapshots/]
4. Imports works after the project is build separately using mvn build and if sources are present.

https://oss.sonatype.org/ is now deprecated and EOL, the project should move away from ossrh to maven central portal for snapshot releases

Expected behavior

The import in IDE should work fine, without initial mvn build. OSSRH should be moved to maven central portal
