Fix search crash, stale keyword flag and TED/UNGM config issues + devops (release and CI) - #338

- Escape user search terms and keywords before building highlight
regexes (special characters caused re.error / 500 on search)
- Reset Tender.has_keywords when no keywords match on save
- Read TED_NOTICE_URL from its own env var instead of TED_URL
- Make TEDWorker.archives an instance attribute so archives are not
shared between worker instances
- Fail TED archive downloads on HTTP errors instead of saving the
error page as a .tar.gz
- Derive UNGM endpoint URLs and Host header from UNGM_ENDPOINT_URI;
drop unused ENDPOINT_URI constants
