Add notion-address-comments skill - #343

Iterating on a Notion page against inline review comments (read each open thread, edit the page, reply with a summary) was previously done ad hoc with raw MCP calls, since the existing /notion skill is deliberately read-only. Adds a sibling skill for that write workflow and cross-references it from /notion. 🤖 Generated with [Claude Code](https://claude.com/claude-code) Co-Authored-By: Claude <noreply@anthropic.com>
agnix 0.13.0's Agent Config Lint flags both as dangerous skills missing this flag, which fails CI on master independent of this PR. Fixing here to unblock merge. 🤖 Generated with [Claude Code](https://claude.com/claude-code) Co-Authored-By: Claude <noreply@anthropic.com>

Adds a sibling skill to the read-only /notion skill for iterating on a Notion
page against its open inline comment threads: read each unresolved thread,
edit the page to address it, and reply with a short summary of the change.
There is no resolve-thread tool available, so threads stay open for the user
to resolve manually.
Also fixes an unrelated, pre-existing CI failure (agnix flagging
deploy-audit/deploy-validate as missing disable-model-invocation) that was
blocking merge on master independent of this change.
