feat(Modal): Table 的编辑窗口弹窗被遮挡 #8332

前提：Modal里加载一个table
还原：点击table内联的编辑窗口
问题：EditMode=Popup(弹窗)时，这个弹窗会被加载到Modal的下面被遮住
Describe the solution you'd like
许愿：现在使用了EditMode=InCell进行处理，但是还是希望使用弹窗功能

@BrandoSbj @Tony-ST0754 建议始终使用 DialogService 我记得参数设置中可以设置 ZIndex 参数

刚看到这个Issue时就想说改用这个，但既然用到这个，就给他弄下了
