When a diff pipeline (e.g. license scan, SDK diff) encounters a diff, it creates a PR to resolve the diff. If that PR is still open at the time of the next diff pipeline run, it will check whether an existing PR exists before creating one. If that PR exists, it will just no-op. But it would be helpful if the pipeline log included a link to the existing PR, just so that an engineer can easily trace things through.
