Backport needed: #135867 to release/11.0 for #136229.

In build 1645212, System.Diagnostics.Tests.ProcessHandlesTests.HighNumberedFd_NotLeakedAfterLoweringRLimit fails on Alpine arm32 at the setrlimit assertion: expected 0, actual -1.

The fix is merged on main but is absent from the tested backflow. The existing failure tracker is #135795.
