Exclusion handling can ignore command-line overrides and silently misparse malformed arrays, allowing files intended to be excluded to be deleted by default.

Adds an exclusion-list input to the CleanRepo GitHub Action so callers can protect selected include files from orphan cleanup.
Changes:
- Adds
exclude_include_filesand forwards it to CleanRepo. - Adds parsing for JSON arrays and comma-, semicolon-, or newline-separated exclusion lists.
- Updates the action’s function description and simplifies media-list initialization.
