Use the existing DevDiv dnceng-onelocbuild-ceapex workload identity service connection for ceapex package access. This removes DevDiv from the dn-bot-ceapex-package-r PAT fallback while retaining compatibility for other Azure DevOps projects.

Closing as superseded.

The same DevDiv Ceapex WIF behavior landed on Arcade main through #17415 in commit 01846b8. The corresponding supported-branch backports also landed through #17416 (release/10.0), #17417 (release/8.0), and #17418 (release/9.0).

This PR is now conflicting and contains no additional required behavior beyond those merged changes.
