The upgrade section repeated each plan's actions, and the catalog mixed setup notes into the plan list. Summarize how to change a plan, link to the catalog, and move the AI Governance and DVP tips to the top of each page. Co-authored-by: Cursor <cursoragent@cursor.com>

Summary
