Kache 0.28.1 explicitly forces workflow_dispatch and scheduled GitHub runs into read-only mode. Seed and verify now run only on protected main push events, matching its trust policy; pull requests and manual dispatch compile without shared credentials. The seed still requires an upload and the fresh runner still requires download and cache reuse. Focused contract tests and actionlint pass.
