The hosted canary compiled its subdirectory crate, but the action post-step synchronized from the repository root and uploaded zero keys. Drain the seed daemon and explicitly synchronize the canary manifest, requiring a successful upload before starting the fresh-runner reuse check.
Validation: Actionlint/Shellcheck, focused workflow contract tests, git diff --check. Trusted S3 credentials remain restricted to main; remote reuse remains an enforced check.
