Adds valid/refusal controls for the TypeScript changes in agentrust-io#110. This is an author-adoption companion on the exact upstream head e8eedb8, not a competing runtime implementation.
The two added tests pass on that head. Restoring the original TypeScript source makes the refusal tests fail behaviorally; valid controls remain intact. Existing Python suite: 158 tests passed. Existing TypeScript suite: 44 passed; TypeScript build passed. Tests were launched with node --import tsx --test because the tsx CLI IPC launcher is restricted in this host. Python tracing environment settings were isolated for deterministic SDK tests.
