chore: General repo cleanup - #40

This commit removes Nghia from codeowners, applies linter fixes to most Python files, switches to using requirements.in and updates dependencies. The only functional changes are not printing the contents of .global-checks-tooling/trufflehog.json since those seemingly can contain secrets, and exiting with exit code 1 if trufflehog checks fail. It made sense to me to fail the CI in that case, but let me know if this is not desired and I'll revert it. https://app.devrev.ai/devrev/issue/FORGE-687
