Add ui.toolbar.items.order for top tools, top controls, and side sections. Wire resolved order through runtime sizing, rendering, and hit testing, and expose move, drag/drop, and reset controls in the overlay customizer and configurator. Preserve unknown future item IDs across saves, centralize known toolbar item IDs as typed constants, and document the new config shape.
