Closes #1244.

Adds a short "Mixing Your Coins with StakeShuffle" section to the General Information on Privacy page. It covers:

  • what StakeShuffle is (CoinShuffle++-based CoinJoin mixing with fixed denominations, non-custodial)
  • that mixing has been fully decentralized over the p2p network since dcrd v2.0 (per the release-v2.0.0 notes)
  • practical caveats taken from the existing How to use CoinShuffle++ page: public amounts, change handling via the unmixed account, mixed ticket buying, and keeping the wallet unlocked

It links to the existing CSPP overview and how-to pages instead of repeating them. #1245 (renaming the CSPP pages to StakeShuffle and updating the "centralized server" section) is left for a separate PR.
