feat(login): add forgot-password flow with reset page - #371

Replace the contact-administrator notice with a self-service flow: - forgot-password modal on the login page that requests a reset link by username or email, pre-filled with the entered username - new /user/reset-password route that validates the one-time token, shows the target account, and sets the new password before redirecting back to login - API bindings for the three password-reset endpoints - localized strings for zh-CN, en-US, fr-FR, pt-BR, and ru-RU
