…S-134) Codex 0.167.0 needs no change in cc-settings. The new prompt-user command rule works only in an admin-managed requirements.toml, not in our user rules file. Records the new version and bumps cc-settings to 15.98.1.

Weekly upstream sync. Codex moved from 0.166.0 to 0.167.0 and Claude Code is still on 2.1.318. Nothing in this release needs a change in cc-settings, so this PR only records the new version and bumps cc-settings to 15.98.1.
The one item that looked relevant was the new
decision = "prompt-user"command rule, which forces a fresh human answer every time. It only works in a managedrequirements.tomlthat an admin sets. Ourcodex/rules/darkroom.rulesis a user rules file, where that decision isn't supported, so there's nothing to adopt. The rest is TUI features, sign-in options and fixes that reach us without any change.Fixes OSS-134
