cheers_checker.R needs refactoring

Asside from the fact that "cheers_checker" is a weird name for a file, this file contains a hodge-podge of functions with dubious value.

These should really be included in probably separate "utils-XXX" files grouped by usage.

find_next_vector_element, find_previous_vector_element - dubious value

extract_function_name -

find_function_definitions, find_folder_function_definitions - most of this is handled by utils-file.R
