Closes #645.

Mod+Shift+O is the ORDER BY sibling of Mod+Shift+L: on a table/view tab it unfolds the filter panel, adds a sort column and focuses its picker. The "+ sort" button goes through the same path. Registered in SHORTCUTS (so F1 help and the palette list it), with en/es descriptions and a line in docs/SHORTCUTS.md.

Tests: shortcuts.test.ts (Ctrl/Cmd+Shift+O matches; without Shift or with Alt it doesn't). Typecheck passes. Not yet tried in the running app.

Sibling of Mod+Shift+L: on a table/view tab it unfolds the filter panel,
adds an ORDER BY column and focuses its picker.

closes #645
