in this pr I added templates for issue reporting, feature requests, pr template and security contact link.
the templates for issues are in yaml and they are templates that will be inherited by every repo in this organization, repos requiring changes can easily override this template by providing their own. same goes for the pr template which is written in markdown.
these are templates so I expect them to be a start point for the organization repo and not a forced feature
addresses a part of #3
