What changed

When the hub refuses a hand-off (for example, the coordinator's instruction to the app builder is too short), the conversation said "Worked on the app" and "Started the app builder", though nothing started. It now says "Not started" and "Could not start the app builder". The reason for the refusal still shows underneath. The same applies to the writer, designer, presenter, reviewer, and to a change sent to the app builder. The wording lives in the interface config.

Before: reads as started. After: reads as not started

Verification

  • Main: 2 of 2 refused hand-offs read "Worked on the app" and "Started the app builder".
  • This branch: 2 of 2 read "Not started" and "Could not start the app builder", with the same reason line, plus a click-through check.
  • Lint, format, typecheck, tests, pins and vendor checks pass.

Closes CL-12198

A hand-off the hub refused read "Worked on the app" and "Started the app
builder" although nothing started. It now reads "Not started" and "Could
not start the app builder", with the hub's reason kept below.
