Preserving transaction table order matters when a mutation combines SQLite sessions on separate schemas and the receiving server checks references per statement. Concatenating the session outputs can put a referencing table before the table it depends on.
ParsedDiffSet::sort_tables_by_keylets the caller supply that order without rebuilding operations. Equal keys retain relative section order, so unranked tables can share a fallback key.
