[onmax]

Adds remark-to-comark under Tooling / CLI. It moves a project from remark to Comark and reports what it can't move, with a fix for each.

I ran it on the 100 most-starred repos that use remark: 95.7% of 14,470 documents render the same HTML after migrating (how it was tested). Most of the rest are Comark bugs, collected in #525.
