docs(i18n): translate the review-bot row and refresh README stamps - #7141

c962177 rewrote the 'codewhale review' table row in README.md but left all 18 translations on the old wording, missing link and stale stamps, so scripts/check-readme-translations.py fails on main. Translate the new row in every pack (linking the anchor that commit added) and bump the stamps. Signed-off-by: Boyce <aboyskyi@gmail.com>

What and why
c962177 rewrote the
codewhale review --pr Ntable row in README.md (advisory review → the self-serve GitHub bot setup, pinned workflow,@codewhale review, own model key, optional App identity) but left all 18 translations on the old wording — soscripts/check-readme-translations.pyfails onmainfor every pack: stale stamps and the missingdocs/GITHUB_ACTION.md#set-up-your-own-botlink.This translates the new row in every pack and bumps the stamps. Same lane as #7104, but this time the content itself needed translating.

How I tested it
The same check fails on current
main(18× stale stamp + missing link). Link targets use the packs' existing../GITHUB_ACTION.mdrelative form; the anchor exists (## Set up your own botindocs/GITHUB_ACTION.md).Checklist
