Fix at the owner
Declare the tag workflow as sole publisher and emit the canonical archive SBOM assets required by codefly-dev/cli#774. The shared scanner installation is fixed in codefly-dev/core#626; that must merge before publication.
Verification
Release configuration regression and diff check pass. Full untagged tests and vet passed in the Core adoption; hosted owner gates remain required on this head. The real tagged workflow and downloaded runtime are not yet qualified. Part of codefly-dev/core#622; no tag is published by this PR.
