Draft: carry resolved setup in signed delivery

The signed Authority document carries the same Core-resolved setup methods and owner-aware kinds as the paired manifest. This owner fix candidate reuses Core resolution and the existing signed delivery, rather than resolving declarations again in CLI.

Blocked; do not merge. Depends on Core's draft and Authority's draft, neither released nor resolvable at its upstream Go module path. Existing dependency pins therefore do not compile this patch independently. Exact upstream pseudo-versions and complete affected tests are required after owner publication. The cross-repository interface needs an accepted handbook proposal and independent review. Authority's trusted-host fixture callback is presently blocked by missing consent evidence.

Based on CLI main bd08d28, including the already merged paired delivery change; this draft preserves and extends that work. With an uncommitted Go workspace selecting Core da5e9b0 and Authority c06a93c, go test ./pkg/gitops -run 'TestResolvedSetupAndOwnerKindsSurviveSignedDelivery|TestNilAndEmptyEdgesAgree' -count=1 passed. Full owner CI and a real composed installation were not run.

Independent review status

Independent architecture-bouncer review at ffc5dc3 conditionally accepts projecting the proposed owner declarations through existing signed carriers. The committed dependency graph fails compilation without local overrides, and an authored contract through both delivery paths into the actual host remains unqualified. Keep draft until owner dependency publication and exact-pin tests.
