The React editor can save a post but has no way to change its status. This adds the publish flow — options, confirm, complete, and the email-failure step — plus the update flow that reverts a published or scheduled post, as self-contained components over the publish options machine and the email confirmation poller.

Clicking a tag in the Cmd-K search modal did nothing as the result was found and highlighted, but selecting it left you on the current screen. This is due to Ember routing logic as a result of moving Tag Details to React.

Adds a status banner behind the `improveSendingUI` labs flag, showing progress during the sending phase of an email to provide visibility for large sends that can take a while to complete.

- add email sending status banner that shows during preparing and sending phases, polling the new email send status API for progress and ETA data
- hide newsletter figures while a send is preparing or submitting while preserving the production card shells
- replace analytics failure treatments with the banner failure state and retry action
- refresh the post and email at submitted so terminal data is authoritative and polling stops
- skip the legacy publish confirmation wait and update share-modal copy
