tinyvec 1.13.0 (published 2026-09-03) fails to compile with "cannot find macro `vec` in this scope" (Lokathor/tinyvec#225). apps/api/native does not commit Cargo.lock, so every fresh build of the Rust addon (e.g. CI cache miss on a new branch) resolves the broken release via pdf-inspector -> unicode-normalization -> tinyvec. Pin the transitive to >=1.12, <1.13 until a fixed upstream release ships.
