The proto-change-tracer agent started every trace from an empty diff. Its step 1 ran git diff on FlipcashAPI/Sources/FlipcashAPI/Core/Generated and Payments/Generated, but since #645 that directory holds only Exports.swift.

  • proto-change-tracer: step 1 now diffs the version pin in FlipcashAPI/Package.swift and lists the changed files between the two package tags with gh api …/compare. Under FLIPCASH_PROTO_LOCAL it diffs the client checkout instead. Also drops a stale "now".
  • /fetch-protos: step 4 passes the tracer <package> <old-tag> → <new-tag> instead of git diff FlipcashAPI/, and step 7's summary describes a version bump rather than generated-file updates.
  • /triage: removes the ultrathink line and renames the "Max effort, no shortcuts" rule to "Read the evidence in full". The frontmatter already sets effort: max, so the keyword did nothing. The rule's instructions are unchanged.

The tracer's first step diffed FlipcashAPI/Sources/FlipcashAPI/*/Generated,
which has held only Exports.swift since #645, so every trace started from an
empty diff. It now reads the version pin in FlipcashAPI/Package.swift and
compares the package tags, or diffs the client checkout under
FLIPCASH_PROTO_LOCAL. /fetch-protos passes it the package and tag range.

Also drop the ultrathink line and the "Max effort" heading from /triage;
the frontmatter already sets effort: max.
