Summary

  • Adopts the CI shape in cocoindex-io/.github CI.md: each landed commit gets one full CI run.
  • New fast-check job: lint, format and type checks on one Linux runner, for every ready pull request.
  • The platform matrix is the full tier. With a merge queue on main, ready pull requests skip it and the queue runs it on the commit that lands; the push to main then skips the repeat. Without a queue, every ready pull request still runs it, except stack layers below the top.
  • ci-gate aggregates the jobs and is the one check to require. Drafts run no CI, a new push cancels superseded runs, and a nightly run keeps caches current.
  • CLAUDE.md gains a short "Pull Requests and CI" section.

Test plan

  • check_ci_conformance.py and actionlint pass on the workflows.
  • This pull request's own CI runs the full tier (no merge queue on main).

…-gate

Adopt the CI shape in cocoindex-io/.github CI.md. A new `fast-check` job
runs lint, format and type checks on one runner for every ready pull
request. The platform matrix becomes the full tier: cocoindex-io/.github's
ci-mode action skips it on pull requests when `main` has a merge queue (the
queue runs it on the commit that lands), on stack layers below the top, and
on a push whose commit already passed ci-gate. `ci-gate` aggregates the jobs
and is the one check to require.

Drafts run no CI, a new push cancels superseded runs, merge_group and
`stacked` trigger the workflow, and a nightly run keeps main's caches
current. Without a merge queue, ready pull requests still run the matrix.
