gomod: consolidate dependency bumps from open PRs - #283

Bump github.com/prometheus/client_golang from v1.23.2 to v1.24.1, github.com/prometheus/common from v0.70.0 to v0.70.1, and github.com/prometheus/procfs from v0.21.0 to v0.21.1 (indirect). Consolidates PRs #281 and #282. Also add a dependabot group so future go.mod bumps are batched into a single PR. Co-Authored-By: roachdev-claude <roachdev-claude-bot@cockroachlabs.com>
