Description

Fixes CORE-4106. Keep the phone entry screen pending while the first verification code is sent, then advance to verification once the request settles. Failed sends show the existing error and Resend action without creating another phone number.

Disable Cancel while submitting or resending a verification code, matching the controller's existing behavior. Cancel becomes available again when the request settles.

While the first code sends, the dialog now stays on phone entry with the field disabled and Send code spinning, then moves to verification once the send settles; before, it jumped straight to verification showing "Sending a new code…".
