Register the dmrtc repository manifest so dmf-get can resolve the RTC core, hardware port, generic VFS console utility and diagnostic package.
Release order: choco-technologies/dmdrvi#29 and choco-technologies/dmdevfs#72 first, then choco-technologies/dmrtc#1 and its initial release. This registration points to the repository manifest and does not pin dependency versions.
Local package resolution/installation and hardware integration were exercised on STM32F746G-DISCO: RTC 11/11, dmdrvi 6/6, RNG 6/6. Board integration: choco-technologies/dmod-boot#131; ecosystem: choco-technologies/dmod-ecosystem#30.
