  • New plugin/workflows/flow.js: a dispatcher loop with file leases and load back-pressure; a landing lane into one group branch per parent (gate plus reach, close and prune at landing); a feature-group PR when every task of a parent has landed (full suite, main merged in, auto-merge); a classified finding queue (kind, severity) where agents vote with minutes lost instead of filing duplicates, holds first then by priority; diff and batched reviews that only file and vote.
  • plan.js: spec chains run in parallel; an uncovered list of only 'feel:' entries gets no spec agent.
  • The oracle shape is generated into the contract block of plan, wave and flow (one source).

Proof: sh tests/run.sh 310 passed; node tests/workflows.js 1239 passed; node tests/flow.js 120 passed.
Queued from the review: #311. Not verified: a live flow run with real gh and git.

…s findings first

X1: tests/workflows.js generates the $defs oracle shape into the contract block of plan,
wave and flow; the 3 hand copies go, so flow.js no longer drifts from #304's oracle text.
X2: the queue agent counts every comment that starts with "+1 from ", as fileFinding writes
them for tasks, ships and reviews.
X3: queued holds findings start before every other finding, whatever their priority.
