feat!: upgrade aws-cdk-lib to 2.273.0 - #1947

Also raises the minimum aws-cdk-lib peer dependency to 2.273.0. The new built-in template validation rejects the empty assertion stack of the domain redirect integ test, which has no assertions; that check is acknowledged for this test. The overview dashboard tests compare hard-coded JSON, and the new version writes metric keys in a different order. Unit and integ snapshots are updated for the new synth output; the integ snapshots were not redeployed.

Upgrades aws-cdk-lib from 2.194.0 to 2.273.0, along with the alpha packages and the integ-tests package. This raises the minimum aws-cdk-lib peer dependency to 2.273.0.
Most of the diff is snapshots. Two small code changes were needed:
Unit and integ tests pass. The integ snapshots were updated with a dry run and not redeployed.
