feat: Helm chart for the sync operator app - #75

Adds the splice-sync-operator chart and the sync-operator-app image it runs. The dedicated synchronizer's sequencer and mediator use the existing splice-global-domain chart. Also lists the sequencer traffic dashboard in the validator dashboard bundle. Signed-off-by: sadiq1971 <sadiqurr8@gmail.com>

I tested locally with kubernetes. Nothing much then that. |

that's still not really for validators is it? I'd keep it where it is and consider having a separate category for sync operators maybe
