Resolve the dashboard PQS version per network from its Canton release line - #1860

The version dashboard read PQS from the hardcoded scribe:3.5 floating tag and wrote that one value to every network, so TestNet and DevNet kept showing a 3.5.x PQS after moving to Canton 3.6. Derive the Scribe release-line tag (major.minor) from each network's Canton version and read that network's own tag. If a tag resolves to a prerelease or cannot be read, keep only that network's previous stable value, mirroring the Daml SDK collector. Signed-off-by: danielporterda <daniel.porter@digitalasset.com>
Output of scripts/generate_network_component_versions.py against live sources: MainNet (Canton 3.5.12) stays on PQS 3.5.8 from scribe:3.5; TestNet and DevNet (Canton 3.6.0) now show PQS 3.6.0 from scribe:3.6. Signed-off-by: danielporterda <daniel.porter@digitalasset.com>
A network that moves to Canton 3.7 or 4.0 may report a snapshot or rc version before Scribe publishes the matching floating tag. Map any Canton version to its leading major.minor so the new line is read as soon as its tag exists; until then the registry returns 404 and the collector keeps that network's previous stable value, so the scheduled run does not fail. scribe:3.5tag. TestNet and DevNet now show PQS 3.6.0 while MainNet stays on 3.5.8; an unpublished line keeps that network's previous value.
