Preserve decoding of existing headers.

Existing blobs store the Zstd codec value 0 at byte 1. The new parser reads that byte as header_len, rejects the header, and decompress returns the compressed blob as plain data. This affects both raw and dictionary-compressed values already stored in SQLite. (github.com)

Support the previous layout when reading existing blobs, and use a distinct version for the new layout. Add a test that reads a blob written by the previous implementation.

Based on learnings: verify backward compatibility for persisted serialization formats.

Review comment at @sqlite-compress/src/functions/header.rs at line 34:
Update header decoding so byte 1 is interpreted according to the header layout,
preserving support for existing blobs with codec value 0; assign a distinct
version to the new layout and keep its decoding behavior intact. Add a test that
reads a blob produced by the previous implementation, covering persisted
compressed data.

Discriminate the new header from plain blobs.

The reordered fields make some previously plain blobs look framed. For example, X'010C00000000000000000000FF' now passes the header checks, so decompress attempts to decode FF as Zstandard and returns an error. The previous layout rejected this blob as plain data. This can break decoded-view reads for existing binary values. (github.com)

Add a format discriminator and validate it before treating the new layout as framed.

Review comment at @sqlite-compress/src/functions/header.rs at line 34:
Add a format discriminator to the new header layout and validate it in the
header-parsing path before `decompress` treats data as framed. Keep plain blobs
that lack the discriminator on the existing plain-data path.
