Adds an append-only bin16 width-boundary pair generated from the deterministic xorshift64* payload and real post-flip writer shape.

  • bumps the wire-format fixture revision to 1.1.1
  • verifies the new pair with the stdlib/reference verifier
  • leaves normative prose unchanged
